If you are a developer planning a launch, or a landowner weighing a joint development, you will hear the phrase mandate firm early in the conversation. It is used loosely, sometimes to mean any sales agency and sometimes to mean a very specific contractual arrangement. This guide sets out what a mandate firm actually is in Indian residential real estate, what it does, how it is paid, how it differs from a broker, and what to check before appointing one.

Mandate firm meaning

A mandate firm is a real estate sales and marketing company that a developer appoints, under a written mandate agreement, to take responsibility for selling a project. The word "mandate" refers to the authority the developer grants: the firm is authorised to represent the project in the market, run its marketing, manage its channel partners and close sales on the developer's behalf for an agreed period.

In practice the term almost always means an exclusive or sole selling mandate. The developer does not appoint several agencies in parallel; one firm owns the project's go-to-market plan and is measured on the sales velocity of the whole inventory. That accountability is what separates a mandate firm from a broker who brings occasional buyers.

What a real estate mandate firm does

In practice the firm works as the developer's outsourced sales and marketing department for one project. The scope varies by agreement, but a full-service mandate normally covers:

  • Market analysis and pricing inputs. A study of the micro-market, competing projects, absorption rates and buyer profiles, used to set launch pricing, unit mix recommendations and payment plans.
  • Positioning and branding. The project name, visual identity, brochure, walkthrough, website and sales collateral.
  • Lead generation. Digital campaigns, portal listings, outdoor and on-ground activations, referral programmes and pre-launch databases.
  • Channel partner management. Onboarding, training and incentivising brokers and channel partners, and running the CP events and payout cycles.
  • On-site sales team. Trained sales staff at the project site who handle walk-ins, site visits, negotiations and bookings.
  • CRM and reporting. Lead tracking, follow-up discipline and regular MIS reports to the developer covering leads, site visits, conversions and inventory status.
  • Post-sales support. Agreement coordination, home-loan tie-ups and customer communication until possession.

At Pinecliff Realty these functions sit under three service lines, exclusive mandate services, comprehensive marketing strategies and market analysis and pricing strategy, delivered by one accountable team.

How mandate firms work with developers

A mandate engagement usually follows a predictable sequence:

  1. Discovery and market study. The firm studies the land parcel, approvals, competing supply and the likely buyer. This is where launch pricing and unit mix are debated.
  2. Mandate agreement. The developer and the firm agree the scope (marketing, channel partners, site sales, reporting), the term, the sales targets, the fee and who bears which marketing costs.
  3. Pre-launch. Branding, collateral, the sales office, the channel partner network and the pre-launch database are built, typically over six to twelve weeks.
  4. Launch and sustenance. Campaigns go live, site visits are scheduled, channel partners are activated and bookings are tracked weekly against targets.
  5. Review. Monthly MIS reviews cover leads, cost per site visit, conversion ratios, inventory ageing and price revisions.

The fee is normally a percentage of the sales value realised, sometimes with a retainer that covers the on-site team during pre-launch. Because most of the fee is earned on conversion, the firm's incentives are aligned with the developer's: unsold inventory costs the firm as well.

Mandate firm vs traditional broker

AspectMandate firmTraditional broker
ScopeEntire project: marketing, channel partners, site sales, reportingIndividual buyer introductions
ExclusivityUsually sole selling rights for the projectNone; works many projects at once

ReportingRegular MIS to the developerAd hoc

Brokers remain important. A good mandate partner does not replace the broker community; it organises it. Channel partner management, where brokers are onboarded, briefed and paid promptly, is one of its core services.

Mandate firm vs sole selling agency

In Pune and Mumbai the phrases mandate firm, sole selling agency, sole selling company and property mandate company are used interchangeably, and in most cases they describe the same arrangement: one firm holding exclusive selling rights for a project. Where a distinction is drawn, it is this:

  • A sole selling agency emphasises the exclusivity of selling rights.
  • A mandate firm emphasises the broader authority to manage marketing, pricing inputs and channel partners, not only to sell.

Read the agreement rather than the label. The questions that matter are whether the firm has exclusive rights, what it is obliged to deliver, how performance is measured and how either side can exit.

How developers evaluate a mandate firm

Developers who have run several launches tend to check the same things:

  • Live mandates in the micro-market. A firm already selling in your locality knows the buyer, the broker network and the price points. Ask which projects it is selling right now and visit one.
  • Its own site team. Confirm that the people at the sales office will be the firm's employees, not sub-brokers.
  • Channel partner network. How many active partners it works with, how they are paid and how quickly.
  • Reporting. Ask for a sample MIS report. Weekly lead, site-visit and booking data should be standard.
  • References. Speak to a developer whose project the firm has already sold out.
  • RERA discipline. Carpet-area pricing, correct disclosures and registered agreements.
  • Exit terms. What happens if targets are missed, and who owns the lead database at the end of the term.

Services a mandate firm provides

Summarised, a full-service firm provides project consulting and pricing strategy, branding and collateral, digital and offline marketing, lead generation and CRM, channel partner management, an on-site sales team, MIS reporting, and post-sales coordination. Some firms also advise on land acquisition and joint development structures, and on commercial leasing for mixed-use projects.

How to choose a mandate firm in Pune

Pune's residential market is a collection of micro-markets, from Hinjewadi and Wakad in the west to Kharadi and Hadapsar in the east and Katraj, Ambegaon, Dhayari and Dhankawadi in the south. Buyer profiles, broker networks and price bands differ between them, so the most useful question to ask any firm you shortlist is which micro-markets it is actively selling in today.

Pinecliff Realty's current mandates are concentrated in South Pune, including four projects in Ambegaon BK, with others in Katraj, Dhayari and Dhankawadi, and Abri Crystal in Taloja, Navi Mumbai. If your project is in one of these belts, our real estate mandate firm in Pune page sets out how our mandate model works, the projects we represent and answers to the questions developers ask most. For projects elsewhere, the evaluation checklist above applies to any firm you shortlist.

Frequently asked questions

Is a mandate firm the same as a channel partner?

No. A channel partner refers buyers and is paid per transaction. The mandate partner manages the project's sales as a whole, including the channel partner programme.

How is the firm paid?

Mainly through a percentage of sales value realised, sometimes with a retainer for the pre-launch period. Terms are agreed per project.

How long does a mandate run?

Terms are set per project and are usually aligned with the launch and sales plan, with milestone reviews. The agreement should state the exit conditions.

Do home buyers pay anything to the firm?

On Pinecliff Realty mandate projects, buyers deal with our team directly and are not charged brokerage.
